W\u00e4hrend sich Uganda auf seine Allgemeine Regelm\u00e4\u00dfige \u00dcberpr\u00fcfung (UPR) im Januar 2027 vorbereitet, besuchte Franciscans International das Land, um einen zweit\u00e4gigen Workshop abzuhalten und sich mit diplomatischen Vertretungen, Partnern der Zivilgesellschaft sowie der F\u00fchrung der Franziskaner zu treffen. Gemeinsam mit lokalen Partnern besuchte die Delegation zudem f\u00fcnf Gemeinden, die von der Ostafrikanischen Roh\u00f6lpipeline (EACOP) betroffen sind.<\/p>\n\n\n\n

Die EACOP, deren Inbetriebnahme in den n\u00e4chsten Monaten geplant ist, wird in der ugandischen Albertine-Region gef\u00f6rdertes \u00d6l \u00fcber eine Strecke von 1.400 Kilometern zur tansanischen K\u00fcste transportieren. Das Projekt hat zahlreiche Umweltbedenken ausgel\u00f6st, da es 51 Schutzgebiete oder Gebiete von besonderer Bedeutung f\u00fcr die Artenvielfalt durchquert und das Becken des Viktoriasees durchschneidet. Zu den gesch\u00e4tzten 379 Millionen Tonnen Kohlendioxidemissionen, die das Projekt \u00fcber seine gesamte Lebensdauer verursachen wird, kommen Bef\u00fcrchtungen hinsichtlich einer Kontamination durch giftige Abf\u00e4lle hinzu. Auf lokaler Ebene haben die Pipeline und die damit verbundene, sich ausweitende Infrastruktur schwerwiegende Auswirkungen auf die lokalen Gemeinden, denen die Vertreibung droht.<\/p>\n\n\n\n

Mit Unterst\u00fctzung von\u00a0EACOP Host Communities<\/a>\u00a0konnte FI die betroffenen Gebiete besuchen. Dort erhielten Kleinbauern nur begrenzte Informationen \u00fcber das Projekt, oft nicht in ihren lokalen Sprachen. Viele mussten ihr Land unter dem Marktwert verkaufen. Nun, fast ein Jahrzehnt sp\u00e4ter, warten sie immer noch auf die vereinbarte Entsch\u00e4digung. In der Zwischenzeit haben sich die Grundst\u00fcckspreise in der Region fast verdoppelt. Einige haben Kredite auf die versprochene Entsch\u00e4digung aufgenommen, die sie nun nicht mehr zur\u00fcckzahlen k\u00f6nnen. Versuche, diese Angelegenheiten vor Gericht zu bringen, stie\u00dfen auf unbestimmte Verz\u00f6gerungen.<\/p>\n\n\n\n

In Gemeinden, die sich f\u00fcr eine Umsiedlung entschieden und auf eine finanzielle Entsch\u00e4digung verzichtet haben, haben sich die bereitgestellten neuen Wohnungen als unzureichend und unvereinbar mit der traditionellen Lebensweise der Menschen erwiesen. Die sanit\u00e4ren Einrichtungen waren mangelhaft gebaut, und die daraus resultierenden gesundheitlichen Bedenken werden noch dadurch versch\u00e4rft, dass Kliniken zwar versprochen, aber nie errichtet wurden. Die Umsiedlungsgebiete sind nun mit sich ver\u00e4ndernden Wetterbedingungen konfrontiert, und die Familien sind nicht in der Lage, das Land zu bewirtschaften und daraus Ertr\u00e4ge zu erzielen. Als Gemeindemitglieder w\u00e4hrend der Bauarbeiten Einspruch erhoben, wurden ihnen zun\u00e4chst weitere Entsch\u00e4digungszahlungen verweigert. Sp\u00e4tere Versuche, ihren Fall zur Sprache zu bringen, stie\u00dfen auf Schikanen, willk\u00fcrliche Festnahmen und Inhaftierungen.<\/p>\n\n\n\n

Diese Themen wurden den bereits w\u00e4hrend eines zweit\u00e4gigen Workshops in Kampala er\u00f6rterten Fragen hinzugef\u00fcgt und legten damit den Grundstein f\u00fcr Folgema\u00dfnahmen im Anschluss an die bevorstehende Allgemeine Periodische \u00dcberpr\u00fcfung (UPR) Ugandas. Im Vorfeld der UPR Ugandas erstellte FI eine\u00a0gemeinsame Stellungnahme der Interessengruppen<\/a>, deren Schwerpunkt auf Kinderrechten, geschlechtsspezifischer Gewalt, Menschenhandel, der Lage von Inhaftierten und den Auswirkungen von Unternehmen auf die Umwelt lag.<\/p>\n\n\n\n

Auf der Grundlage der Beitr\u00e4ge von Rednern wie dem ehemaligen unabh\u00e4ngigen UN-Experten f\u00fcr internationale Ordnung, Franziskanern sowie Vertretern religi\u00f6ser und zivilgesellschaftlicher Organisationen, die an diesem Bericht mitgewirkt hatten, wurde eine Strategie zur Weiterverfolgung der Umsetzung der UPR-Empfehlungen entworfen. FI und seine Partner engagierten sich zudem in der nationalen Lobbyarbeit und trafen sich mit Botschaften in Kampala, um den gemeinsamen Bericht der Interessengruppen zu er\u00f6rtern und ihre Empfehlungen zu teilen.<\/p>\n\n\n\n

Diese Arbeit baut auf fr\u00fcheren Stellungnahmen auf, die beim Ausschuss f\u00fcr die\u00a0Beseitigung der Diskriminierung der Frau (2022)<\/a>, beim\u00a0Menschenrechtsausschuss (2023)<\/a>\u00a0und beim\u00a0Ausschuss f\u00fcr die Rechte des Kindes (2024)<\/a>\u00a0eingereicht wurden. FI wird die ugandische Regierung weiterhin nachdr\u00fccklich dazu auffordern, die einschl\u00e4gigen Rechtsvorschriften in diesen Bereichen entweder zu st\u00e4rken oder umzusetzen. Angesichts des schrumpfenden zivilgesellschaftlichen Raums im Land fordern wir die Regierung zudem auf, die Zivilgesellschaft und religi\u00f6se Organisationen in diesem Prozess als Partner und nicht als Hindernis zu betrachten.\u00a0<\/p>\n\n\n\n

Die Allgemeine Periodische \u00dcberpr\u00fcfung Ugandas ist f\u00fcr den 21. Januar 2027 angesetzt. Die Vorbereitungssitzungen zur UPR finden in der Woche vom 16. November 2026 statt.<\/p>\n\n\n\n
