Mit der Wahl von Pr\u00e4sident Marcos im Mai 2022 haben die Philippinen ein neues Kapitel in ihrer bewegten Menschenrechtsgeschichte aufgeschlagen. Die neue Regierung trat ihr Amt nach einem kontroversen Wahlkampf an, der von Vorw\u00fcrfen weit verbreiteter Desinformation gepr\u00e4gt war, und wird entscheiden m\u00fcssen, wie sie mit dem Erbe von Pr\u00e4sident Dutertes sogenanntem „Krieg gegen die Drogen“ umgeht, bei dem Zehntausende von Filipinos Opfer au\u00dfergerichtlicher T\u00f6tungen wurden.<\/p>\n\n\n\n

„Ich bef\u00fcrchte, dass dieses Wahlergebnis eine Fortsetzung der Kriege bedeutet, die die Duterte-Regierung begonnen hat: der Krieg gegen Drogen, der Krieg gegen die Marginalisierten, der Krieg gegen den Kampf gegen Covid-19“, sagt Bruder Angel Cortez OFM, der w\u00e4hrend der 50. Sitzung des Menschenrechtsrates in Genf war. „Es stellt die Familien der Opfer in ein Vakuum und wird eine st\u00e4ndige Erinnerung an den Schmerz \u00fcber den Verlust eines Menschen sein.“<\/p>\n\n\n\n

Als Teil einer zivilgesellschaftlichen Allianz, zu der auch kirchliche Netzwerke geh\u00f6ren, haben sich die Franziskaner f\u00fcr die Rechenschaftspflicht f\u00fcr die unter der Duterte-Regierung begangenen Verbrechen eingesetzt. In der Vergangenheit hat sich Bruder Angel wiederholt an den UN-Menschenrechtsrat und an Diplomaten in Genf gewandt, um \u00fcber die Situation vor Ort zu berichten und die Aussagen der Opfer zu teilen.<\/p>\n\n\n\n

Diese Bem\u00fchungen<\/a> trugen zu einer Untersuchung bei, die vom B\u00fcro des Hochkommissars f\u00fcr Menschenrechte 2020 ver\u00f6ffentlicht wurde und Beweise f\u00fcr schwerwiegende Menschenrechtsverletzungen wie T\u00f6tungen, willk\u00fcrliche Verhaftungen und die Diffamierung Andersdenkender enth\u00e4lt. Der Bericht verweist auch auf die anhaltende Straflosigkeit und die enormen Hindernisse, die den Opfern den Zugang zur Justiz erschweren.<\/p>\n\n\n\n

„Wir befinden uns immer noch in einem Trauerprozess, aber wir m\u00fcssen auch wieder mit den Menschen auf den Philippinen zusammenarbeiten“, sagt Bruder Angel. „Wir werden unsere Forderungen nach einer unabh\u00e4ngigen, internationalen Untersuchung fortsetzen. Au\u00dferdem fordern wir auf der Grundlage des Berichts des Hochkommissars Ma\u00dfst\u00e4be f\u00fcr die Menschenrechte, denn die Situation hat sich eher verschlechtert als verbessert.“<\/p>\n\n\n\n

Die Menschenrechtslage auf den Philippinen bleibt prek\u00e4r, insbesondere f\u00fcr regierungskritische Menschenrechtsverteidiger. Angesichts der nahezu un\u00fcberwindlichen Hindernisse, die im Land bestehen, um Gerechtigkeit zu erlangen, werden die Franziskaner diese Situation weiterhin bei den Vereinten Nationen zur Sprache bringen und sich f\u00fcr eine internationale Untersuchung einsetzen, um vergangene Menschenrechtsverletzungen aufzukl\u00e4ren und die vorherrschende Straflosigkeit im Land zu beenden.<\/p>\n\n\n\n
