Die prek\u00e4ren Lebensbedingungen haben eine Migration in den Norden ausgel\u00f6st, was zu Spannungen zwischen den Vertriebenen und den Aufnahmegemeinden gef\u00fchrt hat.&nbsp;Da Madagaskar das viertanf\u00e4lligste Land der Welt f\u00fcr den Klimawandel ist, versch\u00e4rfen die Umweltzerst\u00f6rung und das Fehlen einer ganzheitlichen Politik zur Bew\u00e4ltigung dieser neuen Realit\u00e4t die Krise zus\u00e4tzlich.&nbsp;<\/p>\n\n\n\n<p>Franciscans International besuchte k\u00fcrzlich Antananarivo, um einen Workshop und eine Reihe von Treffen mit der Zivilgesellschaft und anderen wichtigen Interessengruppen, wie diplomatischen Vertretungen und UN-Vertretern, durchzuf\u00fchren, mit dem Ziel, die w\u00e4hrend der universellen periodischen \u00dcberpr\u00fcfung Madagaskars 2025 angenommenen relevanten Empfehlungen umzusetzen. Dies folgt auf eine&nbsp;<a href=\"https:\/\/franciscansinternational.org\/de\/franziskaner-in-madagaskar-bereiten-sich-auf-universal-periodic-review-vor\/\">2024 durchgef\u00fchrte Schulungs- und Erkundungsmission<\/a>&nbsp;von Mitgliedern des Franziskanischen Weltordens mit Vertriebenengemeinschaften und lokalen Beamten. Ihre Ergebnisse bildeten die Grundlage f\u00fcr einen gemeinsamen Bericht der Interessengruppen von FI und&nbsp;<a href=\"https:\/\/franciscansinternational.org\/de\/franziskaner-besuchen-genf-vor-drei-allgemeinen-regelmaessigen-ueberpruefungen\/\">die Teilnahme von zwei Franziskanern<\/a>*innen&nbsp;w\u00e4hrend der UPR-Vorsitzung vor der \u00dcberpr\u00fcfung Madagaskars, in der 80 Prozent der Empfehlungen der Franziskaner*innen ber\u00fccksichtigt wurden.<\/p>\n\n\n\n<p>Seit der Verabschiedung des Berichts hat sich die politische Lage in Madagaskar jedoch dramatisch ver\u00e4ndert. Nachdem weit verbreitete Demonstrationen im September 2025 zum Sturz von Pr\u00e4sident Rajoelina gef\u00fchrt hatten, hat sich eine \u00dcbergangsregierung unter Oberst Randrianirina verpflichtet, die Kernforderungen der Demonstranten der Generation Z anzugehen, darunter der Mangel an \u00f6ffentlichen Dienstleistungen, grassierende Korruption und Armut.<\/p>\n\n\n\n<p>Zwar herrscht allgemein die Auffassung, dass unter der neuen Regierung mehr Raum f\u00fcr zivilgesellschaftliches Engagement besteht, doch wurde der Umsetzung der UPR-Empfehlungen keine besondere Priorit\u00e4t einger\u00e4umt. Angesichts von sieben ausstehenden L\u00e4nderberichten an die Vertragsorgane der Vereinten Nationen und der seit Juli 2025 ohne Kommissare gebliebenen nationalen Menschenrechtsinstitution scheint die Menschenrechtsagenda f\u00fcr die neue Regierung keine Priorit\u00e4t zu haben.<\/p>\n\n\n\n<p>Vor diesem Hintergrund konzentrierte sich ein Teil des von FI moderierten Workshops darauf, die Netzwerke mit zivilgesellschaftlichen und religi\u00f6sen Organisationen zu st\u00e4rken und die lokalen Kapazit\u00e4ten der Franziskaner*innen zu st\u00e4rken, um Verantwortung f\u00fcr den UPR-Prozess zu \u00fcbernehmen. Als Teil dieser Strategie planen die Weltlichen Franziskaner*innen f\u00fcr Mitte 2026 eine zweite Erkundungsmission in Mahajanga, um die Umsetzung der angenommenen UPR-Empfehlungen zu bewerten und den Beh\u00f6rden Feedback zu geben. FI wird sich weiterhin auf diese Ergebnisse st\u00fctzen, um die Menschenrechtslage in Madagaskar bei den Vereinten Nationen anzusprechen, unter anderem durch Interventionen bei der n\u00e4chsten Sitzung des Menschenrechtsrats und des Ausschusses f\u00fcr die Beseitigung der Diskriminierung der Frau.<\/p>\n\n\n\n<p><\/p>\n\n\n\n<p class=\"has-background has-small-font-size\" style=\"background-color:#f5f6f7\">Dies ist eine automatische \u00dcbersetzung.
